The place where you mouse has to be in order to use the re-size squares and move item is half way up the actual item.
Test this by hovering you mouse over the top of the item and moving it to the bottom. The circle shows this the best.

I need to know when exactly this happens.
I can't reproduce it, and, happen it without bblog?

It happens when I try to edit my emblems, both versions, 3.7.0 and 3.7.0.3 on Firefox and Chrome. It has something to do with the Better Battlelog Shortcuts. When I disable this feature it does work.

Finally got a fix for that. They store for some reason the offset of the canvas to the page as a fixed value on page init. Will be fixed in next release.
