Yes but you cannot save the emblem.
Seems pretty much useless to "unlock" this in the editor.

You can for sure prepare your emblems but i think it doesn't make much sense, doesn't it?

Using the emblem manager plugin, you can still get the code for it as if you did have it unlocked. That way you will have the emblem ready to go for when you actually have it unlocked. :)
