I need some soft to do:

- Scheduled Backup;
- Incremental Backup;
- Versioning Control (preferably);
- Encrypted
- Local backup (external HD)

Can be paid (if it is really good).

Does anyone have tips?

On Windows 7

* Native Backup from Windows - Have a full HDD copy or just specific folders, backup destination can be choosen
* Encryption -> Bitlocker from Windows - Never used it, but you can encrypt partitions with it
* Scheduling - Use windows sheduler
