Derzeit können Themes über Alt+Shift+F3 eingetragen werden. Aber man ändert unter Windows mit Alt+Shift das Tastaturlayout ins englische/deutsche. Sollte das so noch bei 1.6 vorhanden sein, könnte man ja vielleicht mal die Tastenkombination ändern.
At the moment the shortcut for css development is ALT+SHIFT+3. The same combination used in windows to switch language. So, maybe you should change this.

To your question. Yes it's a problem.
On MAC other shortcuts used for other things, on linux the same.
I think all people who want to develop themes know what they do.
Maybe i add some other stuff instead of shortcut.
