Looks like a battlelog bug. Not 100% sure, though.

Battlelog Bug, nothing BBLog related.

There's also another Battlelog bug that came at the same time as the tooltip bug.
If you hover a chat icon in the Com Center the page will become longer/wider and the scroll bar appears at the bottom causing the chat button to jump up a notch.
